Licence, License, or Both?

What might occur when license the verb and licence the noun becomes license both noun and verb? American English has done just this. No other English variation has done this. See here Could this subliminally incorporate a person’s ability to provide goods and/or services with a state’s licence as the only prevailing morality? Bear with this but could this be an unwitting implementation of a tool to limit freedom of thought, and concepts that pose a threat to the state such as freedom, self-expression, individuality, and peace? It may seem trivial to consider. “What’s one letter?” one might ask. It could mean a lot when you consider they’re, there, their, and other homophones.
